Is a Professor at the Centre for Children’s Rights and Family Law at the School of Law at University College Cork, Ireland. He teaches and researches in the areas of constitutional law, child law and children’s rights, and has a particular interest in the intersection between constitutional law and child and family law. He was appointed by the Government of Ireland as Special Rapporteur on Child Protection from 2019-2022 and is Director of the Child Law Clinic at University College Cork, which supports litigation and advocacy on a range of issues affecting children. His published research has addressed the rights of children and parents in respect of issues including family life, marriage equality, education and child protection from the perspectives of national and comparative constitutional law and international human rights law, and has appeared in journals such as I.Con, Public Law, the Human Rights Law Review, the Child and Family Law Quarterly, the International Journal of Children’s Rights and the International Journal of Law, Policy and the Family.
